Congressional Testimony on Think Tank Strategic Choices Exercise

The House Armed Services Committee asked the group of scholars who took part in a joint think tank strategic choices exercise we held last year to testify before the committee about the insights they gained from the exercise.  I testified first by giving an overview of the exercise and the challenge posed to the teams.  I was followed by Nora Bensahel from American University (formerly from CNAS), Ryan Crotty from CSIS, Thomas Donnelly from AEI, and Jim Thomas from CSBA.  You can watch our testimony by clicking on the image below.  The testimony begins at 33:33 into the video.
